Co-operation and Development, noun phrase
In historical contexts. A name for the government department chiefly responsible for the administration of the affairs of Black people, particularly with regard to urbanization and the administration and development of the ‘homelands’. Also attributive.

- The name ‘Bantu Administration and Development’ (see BAD) replaced the name Native Affairs (see Native noun sense 1 c) in the 1950s, and was current until 1978, when ‘Plural Relations and Development’ briefly replaced it; the name ‘Co-operation and Development’ was current from 1979 until 1985.
- Note:
- The ‘reallocation of functions’ (quotation 1986) preceded the abolition of influx control in 1986.
